City commissioners agreed Wednesday to develop plans to borrow $29.1 million for capital improvement projects, including a new City Hall. That amount includes $9 million the city already intends to borrow to replace the swimming pool, recreation center and Theatre Winter Haven at the Chain of Lakes Complex.
